- In a large skillet, heat vegetable oil over medium heat. Add minced garlic and chopped shallot; sauté for about 2–3 minutes until fragrant and golden.
- Add ground beef to the skillet, breaking it apart while cooking. Sauté for 5–7 minutes until browned.
- Stir in soy sauce, oyster sauce, brown sugar, and chili flakes. Cook for 2–3 minutes until glossy.
- Remove from heat, mix in lime juice and chopped Thai basil. Let cool for 5 minutes.
- Prepare a shallow bowl of warm water for soaking the rice paper. Set up a workspace with rolling ingredients.
- Dip a rice paper wrapper into warm water for 5–10 seconds until slightly softened. Lay it flat.
