Step-by-Step Instructions

  3. Stir in the shredded carrots and chopped bell peppers, and cook for an additional 2-3 minutes.
  4. Fill a shallow dish with warm water, dip one rice paper wrapper into the water for 5-10 seconds until soft.
  5. Lay the softened rice paper wrapper flat, place a few basil leaves in the center followed by beef and vegetable mixture, fold sides over, and roll tightly.
  6. Repeat with remaining wrappers and filling, serve immediately on a platter with dipping sauces.
