- In a large skillet over medium heat, add the lean ground beef and cook for 5-7 minutes until it turns brown and no longer pink. Stir frequently to break up the meat.
- Pour in the soy sauce and hoisin sauce, mixing well to coat the beef.
- Stir in the shredded carrots and chopped bell peppers, and cook for an additional 2-3 minutes.
- Fill a shallow dish with warm water, dip one rice paper wrapper into the water for 5-10 seconds until soft.
- Lay the softened rice paper wrapper flat, place a few basil leaves in the center followed by beef and vegetable mixture, fold sides over, and roll tightly.
- Repeat with remaining wrappers and filling, serve immediately on a platter with dipping sauces.
